Program Overview

This program aims to support subsidiary, 80% of the equivalent vehicle price (90% for low-income classes) for scrapping an old vehicle in order to reduce the emissions from an old vehicle as a key factor of causing air pollution, protecting nation’s health and creating a fresh air environment.

If the vehicle registered in the emissions control area for at least 2 consecutive years is at least 7-year long diesel-fueled vehicle without a previous record of reducer installation of engine calibration and also is able to meet the emissions requirements while driving, the owner of that vehicle is eligible to be supported with the subsidiary for early scraping from the local government.

Subject

A specific diesel-fueled vehicles satisfying all of the following requirements

  • A diesel-fueled vehicles have registered within the emission control area for at least 2 consecutive years
  • The emissions of vehicle are not excessing the emissions standard of the detailed inspection for a driving vehicle as stipulated in the Article 63 of the Clear Air Conservation Act
  • A vehicle defined as ‘normally drivable vehicle’ on the ‘confirmation of early scrapping vehicle’ issued by the Mayor of Seoul or procedural proxy.
  • A vehicle has not done with installing a reducer or converting to LPG through the governmental supports (including partial supports)
  • If a last owner of diesel vehicle has owned for at least 6 months
  • A vehicle aged at least 7 years

Supports for Early Scrapping in 2015

※ The subsidiary for early scrapping is for private capital; therefore, the official vehicle is exempted from scarping subsidiary in accordance with 「Article 22 of Act on the Budgeting and Management of Subsidies」.

Subsidiary Scale

Supports are offered within the limits as shown in the following table based on the equivalent value of a vehicle calculated by Korea Insurance Development Institute on a quarterly basis based upon the vehicle model and year (However, additional 10% of each support rate is to be supported to low-income classes).

※ Supports for 2015 are limited to those vehicles manufactured before June 30, 2002.

※ Low-income class: Refers to a self-employer who receives less than KRW 24 million for total income, a worker who receives less than KRW 36 million for annual salary (issued by the local tax office)

Subsidiary Support Procedure

Related Laws

Supports for early scrapping of an old vehicle as stipulated in Article 27 of the Special Act on the Improvement of Air and Environment for Seoul Metropolitan Area, etc.
The owners of vehicle subject to early scrapping who are applicable to at least one of the following conditions are recommended to scrap the vehicles.

  • 1. A specific diesel-fueled vehicle not able to meet the emission requirements
  • 2. Other vehicles than specific diesel-fueled vehicle not able to meet the emission requirements under driving
  • 3. A vehicle requires too much maintenance cost to meet the requirements for specific diesel-fueled vehicle and emissions requirements for vehicles in driving
